At the Avengers’ headquarters, Secretary of State Thaddeus Ross informs the Avengers that the United Nations is preparing to pass the Sokovia Accords, which will establish an international governing body to monitor and police the rapidly growing superhuman population. The team is divided over the accords: Iron Man supports oversight because he feels responsible for creating Ultron and for the destruction the android brought to Sokovia, while Captain America is distrustful of government oversight and wishes the Avengers to remain free to act of their own accord.

Unable to convince Captain America to support the accords, Black Widow travels to Vienna, where the accords are to be ratified. A bomb kills King T’Chaka of Wakanda; his son Black Panther vows to kill the bomber. Security footage implicates Barnes. Despite Black Widow’s objections, Captain America and Falcon, Barnes to his hideout in Bucharest and attempt to protect him from the police and Black Panther. Captain America, Falcon, Barnes, and Black Panther are captured.

While in captivity in Berlin, Barnes is released by Colonel Helmut Zemo, who uses HYDRA’s trigger words to question Barnes about the 1991 mission, then sends Barnes on a rampage. Captain America stops Barnes and sneaks him away. When Barnes regains his senses, he protests his innocence and reveals that Zemo is heading to the facility where Barnes and other Winter Soldiers were created.
Captain America recruits Scarlet Witch (DIY Guide & Costume Available at Costume Replica), Hawkeye, and Ant-Man (DIY Guide & Costume Available at Costume Replica) to help him. Iron Man convinces Ross to let him bring his renegade comrades in, and assembles Black Widow, T’Challa, War Machine, and Vision. Feeling undermanned, Iron Man visits Spider-man and recruits him as well. Iron Man and his team intercept Captain Americas’ team atLeipzig/Halle Airport. Black Widow lets Captain America and Barnes escape, while the rest of their team is captured. War Machine is paralyzed after being inadvertently shot down by Vision. Black Widow reveals to Iron Man that Barnes was framed by Zemo. When Iron Man warns Black Widow that she will be arrested for not operating under the accords and allowing Captain America and Barnes to escape, she disappears.
Iron Man secretly follows Captain America and Barnes to the Siberian HYDRA facility, unaware that he is being pursued by T’Challa. They discover that the other Winter Soldiers have been killed by Zemo, who is Sokovian and wants to punish the Avengers for his family’s death. Zemo then shows security footage that reveals that it was Iron Man’s parents whom Barnes killed in 1991. Iron Man, enraged and realizing Captain Americas’ knowledge of the truth, turns on Barnes. In the fight, Barnes loses his robotic arm and Captain America disables Iron Man‘s armor. Captain America departs with Barnes and leaves his shield behind. Zemo attempts suicide, but is stopped by T’Challa, who takes him in alive.
In the aftermath, Iron Man gives War Machine an exoskeleton to let him walk again. Captain America breaks his comrades out of prison and flees to Wakanda, where Barnes chooses to be frozen until a cure for his brainwashing can be found. In a post-credits scene, Spider-man is recovering from his injuries when his web-shooters project a spider-shaped symbol.
